2. There are demonstrably collusions between Bettina Fanselow, Maria Behrenbeck and Klaus-Henning Sterzik (all three from Association of Statutory Health Insurance Physicians).

3. The responsible Ministry of Social Affairs is involved in all matters. A Ms. Bettina Neke is responsible in the Ministry of Social Affairs. There was a clear and regular exchange between the Ministry (Ms. Neke) and the Association of Statutory Health Insurance Physicians (Andre Zwaka).
