A newspaper reports that a particularly large number of right-wing extremists have settled in Mecklenburg-Western Pomerania (Former GDR) and that an unculture has spread there. What do these places look like where the unculture has spread?

Those involved are demonstrably and systematically lying and cheating. Information and inspection of the documents (basic rights) are prevented while you are harassed by the same persons.
You appeal against a “decision” to the “Regional Court”. For years nothing has been heard from those involved, while at the same time you are being coerced. You ask about the state of affairs.

A "judge" named Philipps is responsible. Those responsible are desperately trying to cover up the incidents. The matter will be delayed. You hold the responsible Ministry of Justice responsible. Only then a letter comes from Ms Philipps. The letter will be sent on January 27th, 2021, but dated "December 28th, 2020" (in Mecklenburg-Western Pomerania meanwhile a “normal business model”).

Ms. Philipps is now in real difficulties. Ms. Philips writes that you should turn to the "District Court". It is proven that those involved are lying again.
The matter is being deliberately delayed for months while you are being harassed and coerced. Ms. Philipps gets cold feet. She tries to evade accountability. Ms. Philipps writes now:
Now, not the "district court", but the "Public Prosecutor's Office" should be responsible. She “doesn't want to answer any more questions”. The only question is, "why"?

Information and access to the documents are blocked and thwarted to this day.
The court, public prosecutor's office and the Ministry of Justice are part of the intimate inner layer of the system, so to speak. So what do you have to assume if even the inner layer is so depraved?
