Mr Engel does not process the urgend application. Because he would have "not" seen the application. He would have found the urgent application ten days later in his "shelf compartment ".
Interestingly, after almost everything is over, the urgent application can still be found in his "shelf compartment“. It should be noted that he is the only person responsible there.
